KNU Completed Central- and District-level Consultation Workshops to Discuss 5 Draft Bills to Reform and Improve Economic Governance in Kawthoolei with Purpose to Promote Sustainable Development for the Public and Private Sector Development

Karen National Union (KNU) organized a five-day consultation workshop with leaders at the central level on June 24-28, 2024 to review and discuss five draft bills concerning economic issues. The bills are designed to make necessary reforms and improvement on KNU’s economic governance. Led by KNU’s Central Economic Committee, the workshop was joined by KNU Chairman Padoh Saw Kweh Htoo Win and leaders from central level departments, Committees and Karen National Liberation Army (KNLA). As the next step, another consultation workshop will be carried out with representatives from relevant civil society organizations, private sectors and external technical experts.
The five draft bills are designed to promote business and investment activities that support the interests of the people and sustainable development in Kawthoolei through transparent and accountable administrative systems. They are:
(1) Company and Business Registration Law (Draft)
(2) Company and Business Registration Regulations (Draft)
(3) Investment Law (Draft)
(4) Investment Regulations (Draft) and
(5) The State-Owned Enterprises (SOE) Law (Draft)
The draft bills have been developed over the course of a year in collaboration with commercial legal experts in line with local context. Prior to the central level consultation, the draft bills were first presented to the leaders from all the 7 districts on the ground in recent months to seek inputs and recommendations from district and township administrators as well as brigadier and battalion leaders.
KNU Central Economic Committee was officially established in 2012 during the 15th KNU Central Congress. The committee includes leaders from the six administrative departments concerning economic issues such as Tax and Finance, Agriculture, Transportation and Communication, Forest, Fishery and Livestock and Mining, plus leaders from KNU Central and all 7 districts. The objectives of the Committee include raising awareness and enhancing knowledge about economic issues through research and policy discussions, strengthening coordination and collaboration among the concerned departments in developing sound policies, laws, regulations and procedures for the purpose of promoting local businesses, bringing good external business and investment and driving sustainable development for the people across Kawthoolei.
